If you plan to live in Japan for a long time then get a Japanese console.
But I also suggest getting an NTSC or PAL 2DS to play the english games (which ever is cheaper to import, I generally find USA postage terribly for myself lately).

They just lowered the price of the american 2DS. Get a Japanese New 3DS and an american 2DS.
