Many big publishers like Square and Nintendo, etc., do not go the lazy route and license the Unreal Engine for their games. I would imagine, considering Square has developed their own engines for other games (Final Fantasy, etc.), that they would not use UE4 for this.

This and KH3 have both already been confirmed to use UE4. The luminous engine seems like it is a dead-end with how long FFXV is taking, and how it isn't being used for any other game. Crystal Tools was also very much a waste of resources last generation, but at least three XIII games, DQ10, and XIV were made with it.
