It is turn based...you're choosing from a menu in the battle shot.

Also putting in both an action and turn based system in the same game, if that's what you're implying, sounds like a serious waste of time. If you don't like how a certain game plays, find another game.

This, Dragon Quest is turn based combat and it will remain like that forever.
