If anything, VGC is undertracking, as these numbers exclude many European countries..Sure, they don't sell millions there, but 20K - 50K adds up quickly in 35-40 extra countries.

Can someone work out the split in Europe? Sony said they have 70% of the European market and we know the US numbers.

Is it "including, but not limited to" or are those the only countries counted?

A million or two? Surely not that much. less than 1 million I would guess.

Looking at VGC estimates the countries tracked are UK, France and Germany. Combined these amount to 5.2 million of VGCs Europe 9.376 PS4 estimate. And we know that UK is almost half of the Xb one estimate for the whole of Europe, so the proportion of Xb one's sold outside of the charted Europe markets on VGC is very small. According to the VGC estimate there isn't even 1 million Xb ones left to distribute once you take UK, Germany and France out of the picture. When we throw in Spain, Italy, Austria, The Netherlands etc the number of PS4s and Xb ones out of VGCs estimate that are not accounted for drops to rather inconsequentiual numbers. 

Including but not limited to. It's basically what GfK track in Europe. So I believe Finland and Norway are included along with a few others.
