There is no difference between racism and ethnic discrimination - they are synonymous. The old lady is obviously xenophobic. Displaying hostility/contempt/fear/hatred for someone based on their language/culture/ethnicity is very much ethnic discrimination (aka racism).

It's funny how all parties involved are being illogical. The old lady is claiming freedom of speech and yet trying to infringe on the hispanic lady's rights to that freedom. The hispanic lady is aggressive and explosive. The young man is saying that the old lady can't tell people what to do, but in doing so is telling her what to do.
I'm hispanic by the way and would be offended behaved the way that old lady did simply because of my ethnicity. However, I would just tell her "no, I will talk however I want," proceed to do so and go about my business instead of having a three minute fight with an ignoramus like her.
It's good that the video was taken for the simple fact that there are many people out there who claim racism no longer exists (I've seen it on countless article comment sections), but I just wish the hispanics acted with more rationale so that they didn't look as bad as the racist old lady.

The action isn't necessarily racist, but a lot of people who behave that way are racist.
Despite that, why is it the old lady's duty to tell other people how to be or what to do? Why be hostile at all? She has all the right to be offended, and even to offend, but that doesn't make her any less of a witch with a capital b. I wish more people just minded their business some times.
