3DS Launch: 2 million, 3.5-4.0 million LTD (will have pretty good legs)
PS4 Launch: 800K-900K, 1.6-2.0 million. LTD (won't have as good legs)

This is If they Launch at the same time, the PS4 version will be the underling in sales, despite looking the prettiest. If they Launch separately, with exclusive marketing, give the PS4 a few hundred thousand more.

the only question is 'when'.

With regard to sales, I think DQ XI would be a 1 million hitter in a week or two for 3DS.  and it would be around 4M - 5M LT.

PS4 sales would be good around 2M LT.

If both versions are localized :

3DS : 3.8M
PS4 : 2.9M

I think it'll be the highest selling in the series, but really only because people will be buying two copies of the game to inflate the numbers.

It'll be an interesting situation as a lot of big JRPGs will have hit the PS4, so it should have a sizable JRPG audience by that time.

Because there is no "in the middle" version to run on either.

Unless you think Square should spend money on a 3rd version built solely for the two worst selling consoles of the generation.
