It is a bad port. But also NVIDIA gameworks add feature that was supposed to highlight NVIDIA cards and AMD cards look bad. However, NVIDIA gameworks probably also hampered NVIDIA cards as well.
Doesn't matter who made the port. WB and Rocksteady knowingly released a game that wasn't ready for PC release. They put a false 30 fps lock for PCs.
Shitty developers being shitty. Nothing to see here.
But it gives me a great feeling for being an nvidia user. AMD cards can be as great and powerful as they want. If they still run worse on games that are optimized for Nvidia cards then they're worthless to me.

Also AMD released a new driver today to improve performance for Batman.

Publishers are stupid, this will cost them so many sales on PC they will only get back when the game will be much cheaper and optimized. So many won't buy the game now because of the problems which are probably "easy" to solve if they put some work in it so that they could have solved it before release or release the game simply a little bit later on PC:

But if they release the PC version later people will complain about that. You can't have it both ways, but try explaining people that.

They will complain but still buy it at full price even a few weeks later, now many will not only buy this game fo a much lower price but the future releases will also suffer from that.
I at least wouldn't buy the next Batman game at release if I would have bought this version already which I luckily didn't.
