I kind of disagree. Sure money makes up a huge factor of a developers decision when choosing who to partner with but then there's also which console can bring your vision to life. The DS was selling like hotcakes yet the monster hunter series back then was exclusive to the PSP mainly because I think their vision could have been reached much better on the PSP. Sure when comparing a console with 10 million users and another with 50 million users devs will always choose the one with 50 million views but if a console has a decent user base than no matter how much it's competitor has sold, if the devs vision can be reached much better with the console with lower sales I think that they would choose it.

COD's main marketshare is the US. So, wouldn't it make more sense to have multiple deals in different regions? Like, how about in the US, Xbox gets the marketing and DLC deal and in Europe, PS4 gets it? Seems like a smarter thing to do than this approach of one size fits all.

you should have mentioned in the US then, still WW sales is much bigger on ps4 than xbox one, that means that countries outside of US are also important for activision and judging the sales using VGchartz, the sales in US aren't too different between them. Last gen the difference in US between ps3 and xbox 360 was at least 2m, this time around the difference are just mere hundreds.
