You are right but at the time Nintendo was already working on the N64 and pretty much pushed VB on the market in a unfinished state, at least that's what Gunpei Yokoi said. So the difference with WiiU is that Nintendo was expecting it to be succesfull and with Virtual Boy they had already abandoned all hope for the project but had decided to sell it anyway.
