Definitely. Last year was great, this year was awful - the big game that would have made their lineup this year was delayed (and nothing of it was shown), they have an OK lineup this year but all the best stuff was already shown at last year's E3 and / or in Directs earlier in the year, and there were no real excellent little surprises for the rest of the year or any big games revealed or teased for a long time away.
Yoshi's Woolly World, Xenoblade Chronicles X looked great but we have already seen them loads. Super Mario Maker could be interesting and it was a good idea using it to link the whole thing together, but we've seen it before and there wasn't much new added. Star Fox Zero was good, but it is no where strong enough to carry the presentation by itself like Zelda could have. 3DS had a variety of announcements but no real wows, at least in my opinion.
Seems clear that with the Wii U not having sold nearly enoughthey are not really investing in any new big games for it now, and they really want to save whatever their big plans are for 2016 until next year. Even given that it could have been better, but I definitely think next year will be better - and I think that the fact this year is so lacklustre will be part of the reason, since they could have announced some projects that are for late 2016 or even 2017 but didn't, so they should have those next year.
