Well, it's also down to some fairly frugal politics; which shows in municipal economy and infrastructure. The oil in and on itself doesn't really make the average citizen richer, it helps provide cheaper and better services (in some cases) but it fills the state coffers first and foremost.

Yes if its only 3 million people yet export almost as much gas as russia and as much oil as some gulf country
