Nope, acc. to wiki the record holders are still Janet Jackson and Whitney Houston with 15 awards each in one year, the overall record holder is Janet with 33 awards overall.

This is probably the most pointless US showbiz award show. Every year tons of Billboard awards are thrown at the people who already sold the most records, who already earned the most RIAA golden or platinum awards.

She looks cute.
