Needs more new and unexpected announcements. From that list I would instantly scrap Assassin's Creed: Victory, The Division and Quantum Break. The first two can be shown in all their glory at the Ubisoft conference, and Quantum Break is perfect for Gamescom. I'd also scrap Phantom Dust after it has been moved to another studio, that game probably went through development hell and might still be going through that. Your list literally includes 0 surprises, everything on your list is already known or a given which would mean for a very underwhelming E3 conference. The most exciting thing from your list is the new Rare announcement probably because we don't know exactly what that is.

If you think back to last year then every game announced at MS E3 aside from Phanom Dust was known beforehand as well, not saying that's going to be the case this year, but there's a good few things going around again that make me doubt that there are going to be many true surprises at MS' E3 (Sony kinda seems the same).
Things that are pretty heavily rumored for MS are:
Joe Montana Football or whatever it's called
a new Battletoads (which could be Rares game or they could be 2 seperate projects)
Gears 1 Remaster
Gears 4 teaser
how many more truly significant games could they have to show assuming they aren't going well into 2017 games with their trailers again?
