That's because 85 is close to the 90 mark or GOTY material, while an 84 means the game barely got above 79 and games ending up in the 70's are barely functional.

Hell, it could have gotten a 65 and I'd still buy it day one.

Plenty of games I've thoroughly enjoyed have scored in the 60s and 70s on Metacritic, while a lot of games scored in the 90s haved left me cold.
