100s of articles about textures, performance but nothing about the  core game itselft .. why?

Because we can. ) If I need any information about the game(how to pass a mission etc.) I'd just look for old threads when it was released for PS3/x360.

It's already been out for 2 years, so there isn't much left to be discussed about the core game. The only major difference between the PC version and 7th/8th gen versions is improved visuals and performance (assuming your PC is strong enough), so discussion naturally gravitates towards that.

It is almost the same game as we had 2 years ago with hardly anything changed apart from the noticeably better graphics so of course people are going to talk about mainly the graphics cause that is one of the main advantages of PC gaming

Because that is what differentiates it from the PS3/360/PS4/X1 version of the game. See similar type reviews with various remasters. Assumed have original review to discuss game so what does this version add if you're familiar with base title.

but we should talk about it. the PC port is just a port with better graphic, 2 years late.
they cut the mod support, and the media isnt talking about. it was the most important feature in gta4, and they not just cut it, they tryed realy hard to block modding.

So hard, that someone's already cracked it, and mods are already incoming.  Not sure if devs are ever going to learn, the harder you make it to crack, the more of a badge of honor you get when you are the first to crack it.  And there's no shortage of people out there wanting to get that badge.
