Well, it depends really on allocation.

The total not being reached doesn't mean that sales were not lost to specific retailers running out of stock, not everyone has the time or patience to try other retailers, especially in Japan where weekend traffic can be fucking insane, both vehicular and pedestrian.

Wouldn't have been a gigantic leap in sales if more had shipped, but it would still have made a difference.

Yeah, I think 180k would be possible if it had gotten a bigger shipment, at least if you also factor in digital.

I wouldn't be surprised if including the digital sales it passed 200K copies on the first week. The game isn't huge (about 25GB) and Japan has some of the best Internet connections in the world (avg. Download: 67Mbps). Retail means less and less each passing day.
