Well, it depends really on allocation.
The total not being reached doesn't mean that sales were not lost to specific retailers running out of stock, not everyone has the time or patience to try other retailers, especially in Japan where weekend traffic can be fucking insane, both vehicular and pedestrian.
Wouldn't have been a gigantic leap in sales if more had shipped, but it would still have made a difference.
