I'm sure you can, it should be on your purchase history. As long as you have plus.

Yes, you can always download it as long as you are a PS+ subscriber. You just need to pick it up while it's free.

Yes you can still download them. The only way you could not download them anymore is if they are not available anymore on the store so far not happened yet.

hey you can't please everyone with this system since people could always have bought stuff.  Sony seems to just throw as much at people as possible in hopes of enough sticking that they deem it worthwhile.  I most certainly do.
