Nintendo stoped major wii software development in order to start developing WII U GAMES. Right now, 3ds software has slowed down and wii u's hasn't, so it makes sense that they are switching to a new handheld.
"The next handheld, if that's what NX is, will almost certainly be a good deal more powerful than the 3DS too, we're talking HD/Wii U/PS3 sized projects."
I think you meant HD/PS3 sized projects. But so what? it seems they already started development since 2015, given 3ds slowing down in releases. And the unified architeture of their next gen systems will speed things up for them.

Actually, the focus on 3DS is more likely the reason Nintendo struggled to get their earlier Wii U titles out the door on time. They clearly threw all their resources at the 3DS in 2011.
As you also say, they then panicked and have thrown most of their resources at the Wii U leaving the 3DS without much of note outside the expected releases. This is why they need that unified architechture. I can't wait.

No, the wii resources went to wii u and HD development was the cause for few games at launch/ launch window. who panicked? the 3ds only slowed down in games recently, and that's perfectly in line with a shift from resources to the new handheld.
They'll definetely benefit from a unified architeture, though.
