Honestly, I wouldn't have a clue. I'm not familiar with NIS.

I suppose Nintendo did let XSEED bring Last Story and Pandora's Tower to North America, so it's not outside the realm of possibility.

Yes, there is. Though as fatslob pointed out, at this point it seems to be at the translation stage, so it could be a while before it's a workable homebrew patch like the one for Fatal Frame 4 on Wii. But yes, it is better than nothing.
