...Is this survey just for people who own a PS4? Because that paints an entirely different picture. I could do a survey of Wii U or Vita owners, but their positive anecdotes won't make them sell more.

I believe so, someone on here had the numbers. PS4 in Japan is roughly like Dreamcast in Japan numbers.

I would be satisfied with all three consoles if I had them!

But I can't afford them , so 2 home consoles is good still.

Just waiting for the Japanese devs to catch on now, I need more JRPGs!

It depends. Word of mouth could be very powerful. 

With the way it's selling, that's clearly not the case here.

When most of the top 10 games played in Japan are western releases, you know the system has no games.  I mean does the PS4 even have a single Japanese next gen exclusive yet?

PS4 is just a few thousands over the Vita. It's a rather tight race between PS3, Wii U, PS4, and Vita though in the first year. 200k separating them all iirc.

It's important to consider that the larger Western games have a lot more visibility now than they have in the past. GTA5 was the top selling PS3 title the year it released. These series are regularly pushing 6 figures and many franchises get over 250k every year. It's not surprising that hardcore early adopters would be interested in these Western titles.
