I believe Takahashi himself has said that while Xenoblade 1 was fantasy, X leans more towards sci-fi:

it wont be the best one. especially since witcher 3 is coming sooner. But itll definitely be one of the best. I still cant believe that the wii u can do this much :o really underestimated it :P

Eeh... lets not get ahead of ourselves. CD project red has yet to prove they can make a good open world and their combat is especially weak when it comes to the swordplay (its only autoattacks unless you talent into the 1 attack he has). They seem to be solving the problem by making the magic more readilybavailable, but still... Monolith soft has proved before they can make a good open world, and CD not yet. Its not like Bethesda where we would know what to expect.
I woukd say Xeno X has a pretty good chance. Higher than the Witcher 3.

I think this best closes the book on my comment about X feeling more fantasy than XV. : P While fantasy may have not been the best word to describe it, I think it does look more interesting than XV so far.

Well Scifi and fantasy are on a sliding scale, not two clean cut categories. I would definitely say Xenoblade is more Scifi than Fantasy due to the heavy emphasis on advanced technology and technological progress emphasized in design and tone.
Also, Witcher 3's world is actually the thing I worry about most in that game (well that and the possibility of more forced, incredibly awkward sex scenes that make me feel like I transitioned from a game targeted at mature adults to one targeted at young teenagers who can't figure out the password for the parental controls their mom put on their laptops). Open world isn't easy and they've never done it before. And to go from doing non-open world to doing an open world bigger than Bethesda games, you take a major chance.
After FFX, I didn't enjoy or like another RPG until Xenoblade came out and I played it. The music, the story... the art work. It felt more like FFX than FFX2 lol.
But do I think this game will match the first? I don't know. I am a skeptic at heart. I have been burned way too many times by games not living up to past installments to just trust in them blindly. I HOPE this game is going to be just as great, but... you never know.
So to answer the question, no. I don't think it will have the best open world in gaming to date. One of the reasons the first game was so great was because it was developed for a non HD system and thus, budgets were lower. If you look at last gen, when we went from PS2-PS3, games suffered.
I hope I'm wrong. But that's my guess.

they atleast try to match the last game, not like another game series that stopped the quality thing after they had to take the step to ps2...

Yes, it does have a sci fi story. Doesn't mean planet Mira cannot have fantasy elements.
