yes on the first half of your post, no on the second. each of the (so far two, soon to be three) iterations of 3ds (og, 3ds xl, new 3ds) has lasted around two years... i don't see them releasing this as a stop-gap for a year. 3ds has a good 3-4 years of life, 2 of them as nintendo's primary handheld platform (and then 1-2 more years on the market as a budget option, as with the dsi/dsi xl after the 3ds was released).

So you don't think Nintendo will unveil their next handheld next year? I hope you understand that I didn't say launch, but I wouldn't be surprised if they did launch next year as it's revealed (like DS). DSi launched in late 2008 in Japan (2009 for RoTW), and the 3DS was officially revealed at E3 2010. Hell, the DS was officially "confirmed to exist" in late 2003, around 2 and a half years into the life of the GBA. New 3DS released in late 2014 in Japan and Austrailia, with an early 2015 release for the RoTW. If we follow the same pattern as the DSi, the 4DS will be revealed (or at least acknowledged) next year. The DSi only had about a year in the western market when the 3DS was unveiled, so if you wanna follow Nintendo's past examples, it makes perfect sense to expect at least an unveil next year at e3 2016. The DSi XL didn't even have a full year before the 3DS was revealed. I don't know about you, but the 3DS is coming into its 4th year, it's not gonna last much longer. If they reveal the 4DS next year, this year will be the 3DS's last holiday season with Nintendo's full focus, they need to bring it hard this holiday to maximize profits while the 3DS is still the main handheld for them.
But obviously there will be a Pokemon ZX and ZY Versions.
