It would be a bit of a laugh if Sony had to do a 180 on this and implement the same policies as MS allegedly had to with Xb one. The reverse 180, only in China.

This may be part of the reason seriously.  They had 140k reservation at one store.  There is no way they were going to be able to fulfill all those preorders.  Just how?

Didn't Sony only plan to ship 200K to China for the year? If so, then Sony really underestimated the demand, like big time...

EDIT: After some searching, Sony indeed planned on shipping only 200K units to China annually (http://www.gamesindustry.biz/articles/2014-10-10-sony-preparing-around-200-000-ps4s-a-year-for-chinese-market ). If there are already 140K reservations at one store plus some more from others, Sony will already be supply constrained since these are preorder numbers and the console hasn't even launched yet.

Ok so they've set out 100,000 units for chinese launch.

Pre-orders are hgiher than expected, and 175,000 units are currently pre ordered.

Sony realises demand for launch will probably hit approx 250k, and further weeks will be higher than expected.

As a result, to avoid 
1) Overselling price on ebay/chinese equivelant
2) More initial happy customers

They move some units initially intended for production from regions A & B which may be lower than expected.

They can satisfy demand, cut out scalpers, make retailers happy as they don't have to fight for every last unit.

And all through that, they dont lose a current pre order, it's just pushed by however long, and they're also not losing money, they're just delaying when they will get the bulk of money.

Also, at launch period, more consoles = more software sold = more happier third party partners.
More happy partners = Partners earlier on saying "Hey why not make this game for PS4"
Earlier round of games means better FY unit sales.

As it's a new market I think both MS and Sony wanted to try to understand better how much would they be dealing with, so they started preorders soon and right after the release they delayed it to be able to ship a good amount of consoles.

As well as some other problems both may have to deal with the government particular way of doing their stuff.

Yes indeed.  And stranger yet, reservations are continuing to rise.  JD is approaching 140k.  So maybe, whatever the govenment is doing is a blessing really because it gives them more time to produce stock.
