Smash Bros is pretty much the reason that stipulation exists, and I think it's an important one. In any film or television awards show, the soundtrack award is presented to the composer. It makes little sense to reward the composers who worked directly on Smash Bros for tracks written by other composers for other games many years ago. Another factor in creating this constraint is the use of licensed music in games, especially in licensed games. It's simply not fair to game composers to rob them of this kind of recognition just because a new Star Wars game was released and its soundtrack was entirely composed by John Williams, even though he didn't write any music specifically for the game.

All that said, someone could still vote for Smash 4 for Best OST if they think it deserves it! It does have some original music and a lot of great new arrangements.
