Disgaea 3 on the Vita sold around 240k WW, which isn't too bad, but Disgaea 4 on the Vita only sold half as much. Don't forget that the Vita has been doing poorly in sales pretty much outside of Japan (or some would think it's about dead).

And Disgaea 4 for Vita has been on sale for a fraction of the time of Disgaea 3 on Vita ( ~ 30 months for Disgaea 3 vs. ~ 4 months for Disgaea 4).
That's if you believe VGC's tracking. If you don't, then we've only got official Japan sales to go on, and the two games are only a small amount apart:

And again, that's in a year for Disgaea 4 vs. 3 years for Disgaea 3.
Regarding the rest of your post, this feels like a perfect time to pull out the XSEED quote I just discovered:

"Yeah, I don't get when other publishers shy away from the Vita. It's like last generation, when other publishers shied away from the PSP -- a system is only dead if you make it that way! There were tons of good games being released on PSP last gen, and there are tons of good games being released on Vita this gen. And there's no reason to ignore those good games because "nobody owns a Vita" -- obviously, people do, because we're doing quite well with our Vita releases.
"
When you're a publisher of niche Japanese games, like NISA/XSEED/Aksys/IFI, you don't need a massively inflated installbase because your games aren't targeting the masses. If the niche is there and buying your titles, then you're sorted.
