How? The game is finished but not localized, and will be hitting Japanese shelves in Spring. This gives them pretty much 3 months until the earliest it is projected to release in Japan to get some if not all translations done. My guess, summer 2014 I will be busy until summer 2015.

Around 3-6 months prior to a video game's release (especially a Nintendo one) it should be in it's Beta phase, during that phase the code is already set in stone (development is done) and all that is left is QC and localization efforts. From what we seen in the last direct (the amount of polish), as well as the developers taking to social media and their own unofficial "official website" It's hard to believe they are doing anything more at this stage than fixing bugs, ect.
A game is not developed until the day it is released (Not great ones anyways).

Yes, but develpoment being finished, and being ready to put on shelves is different. The game's development is finished.
