That projection is for FY 14, but I agree that it seems like sony undershot it. Shipments this FY so far have been:

Q1 - 3.5M (2.7M PS4)

Q2 - 4.1M (3.3M PS4)

So a total of 7.6M already shipped and only 9.4M expected to be shipped for Q3 and Q4 for PS3 and PS4. Sony usually ships at least the same amount in Q3 as it did in Q1 and Q2 for its home consoles. I think there's a fair chance they will ship 18-20M PS3+PS4 for FY 14. There's also a chance they'll stop shipping in Q4 this FY in order to save it for a bigger FY15.

I probably thought it would do a couple million above PS3's first year yet it may pass PS3's SECOND full year by the time its first is done. By that I mean November to end of the next year so basically it's doing in 14 months what PS3 took 26 months to do with growth in the second year.
