Both numbers are wrong...

If you read the article they say they are using the best (ceiling) possible estimate for Xbone and the worst (floor) possible estimate to PS4.

Why do they do that ?

The reality is XB1 seems to have around 33 percent of the market only, and that's since launch.  For 2014, it's under 28%.
