Making the new Gears game cross gen is a terrible idea. MS need something to push sales of the Xbone and a cross gen version of one of their best selling IPs wont do that.

It could go either way.

The game probably is a 360 game at its core and started development that way with Black Tusk originating as a smallish team, but MS COULD decide to gut the 360 version or could have it be cross-gen with the Xbone version being upscaled.

Too early to tell.
