If you've ever played Outrun on arcade, 99.9% of arcade locations cost $1.00 to play that game and the game was based on checkpoints to extend your time. If you didn't reach a checkpoint the game ended there and asked dto insert $1.00 to continue where you left off. The Simpsons clip was pretty much that very thing. He got a certain distance and was required to put in more money to go further. That's nothing new to arcades and doesn't make it DLC.
DLC would be like if you were to play Street Fighter 2 and you got to the last boss without dying, then you had to pay another quarter to fight the last boss. You know. Locking content by a paywall. It's not DLC if the content is there and you suck balls at the video game and can't reach it. "Fuck. I died! Now it's making me to pay money to play again? Fuck this game!" Yeah. That's not DLC, you just suck.

I think it's making fun of Waterworld's budget, actually. How, I'm not entirely sure, since it isn't the most obvious joke. It was the most expensive movie ever made at the time, after all.
