 Because there are four ( insert f word) characters that don't qualify as a character in the mario universe.

Only Characters that appear in the mario universe are allowed in mario kart, no link, no samus, no kirby, no pokémon, no a big etc.

A) ROB is more of a general Nintendo character...he basically can only make cameos, he's not really a franchise character.

B) DK has been in Mario games for a long time...DK is his own franchise just as Yoshi is his own...aka, still related to Mario, even with the separate games.

C) Samus has NO relation to Mario, at least ROB is a "general" Nintendo character. And she would not make a good cameo character. Nobody minds if ROB makes a cameo appearance. But if Samus does? She has no place with Mario characters,
1) Mario fans probably would not like the crossover in a Mario game.
2) Fans of games like Zelda, Star Fox, F-Zero, whatever would be pissed that their favorites didn't make an appearance.
