Oh, definitely. Microsoft has spent a ton of money in Japan trying to gain traction for the Xbox brand at TGS. Most famous, of course, is Bill Gates delivering the keynote himself--and allegedly offending some Japanese by being too aggressive with his sales pitch. They used TGS with the 360 to announce Japanese developed 'exclusives', back before we knew that those deals were timed. They also went big with Kinect 1.0 with a keynote the year it launched, where they pushed those Japanese Kinect games they paid for, like Steel Battalion, that wierd horror game everyone's forgotten about by now, and that dragon riding game.
They also generally throw buckets of money at Japanese gaming executives by renting out hostess clubs and the like, which I assume will still take place.
