I think so.
Ryse looks better than ISS on weaker hardware (though, obviously was nowhere near as good a game).
And whilst it is always an area of debate, its generally accepted that rendering an open world takes far greater tolls on resources than linear games (The Order for example, is also looking far more graphically impressive than ISS).

I really need to see Ryse sometime at some point. Didn't really had a chance to so far. But since the MK8 disaster of people claiming it would look AMAZING I'm far more skeptical of people claiming graphical superiority over other games I've played.
Looking forward to see how things pan out this gen. As I understand open world games are more cpu heavy than their corridor counterparts and since a lot of CPU tasks will be outsourced to the GPU sooner or later that might eleveate some of the differences. Open world seems to be even more trendy than last gen so we might see some technological advancements in that sector.
