Statements like "first true next gen game" are hard to quantify because everyone has a different definition for themselves. Going off the "built from the ground up on new systems" definition, you already have a few answers.

This is how I would classify it. Even though some PC ports look much better than their console counterparts, they still feel the same for the most part. Just pretier. Visuals are not everything. A next gen game just feels different altogether. For instance, the original Assassin's Creed and Gears of War. Those games just didn't feel like they'd work on the previous generation, thus, they felt new and next gen. I have yet to get that feeling with any game already out on the new systems. Assassin's Creed Unity does look like it has a chance, but it's too early to tell.
I think everyone who is waiting for "truly next gen games" is gonna be disappointed. The only noticeable difference is gonna be better graphics, sorry kids.
