Excuse me while I go back to casual mode again
I have to admit, pain assault arc so far has been amazing, 13 minutes into 166 and I can say I honestly enjoyed this arc a lot. Also in a non casual way, I think you guys should check out heavy object, it honestly has gotten a lot better since the start.

I really liked Heavy Object from episode two forward. Havia and Qwenthur are a hilarious and effective duo.

I want something with new, clean art and great action. Something that isn't too much of a drag, with little filler and characters that I can enjoy.

First thing that comes to mind is Mahouka. It's not that action heavy but it's nice. Don't know what you mean with "clean art" though.

Don't listen to vivster.. Mahouka is terrible for what you're asking for, its absolutely terrible. Try Noragami tho.

Have you seen the 2011 Hunter x Hunter anime yet? If not...I highly recommend it. Same animation studio as One Punch Man (albeit different talent), and the action is pretty amazing. Also very unique for its genre. It's a bit long though with 130 episodes or so, but there's very little filler.

If you're particularly looking for shows from the last few years, Jojo's Bizarre Adventure, Seven Deadly Sins, Rokka no Yuusha, and Danmachi (this one has a longer name, but googling should find the right show) were all very well animated, and had some great action sequences.
