Then just how do you know that piracy is an issue outside of developing countries ?

Do you live in a developed country? If so, look around you; people pirate music, movies, and games all the time without a second thought. It's actually difficult to find someone who legitimately owns all their media.

Do you have any valid data rather than personal observations ?
Why would anyone pirate music when itunes exists ? Why would anyone pirate games when steam exists ?
Your thoughts that PC gamers are to blame for a developers failure is nothing but an irrational assumption.

Do you have any valid data to support your notion that piracy is low in developed countries? (And not RELATIVELY low, but actually rare)

Naughty dog made uncharted 2 for 20 million. |
Sony must make quite a bit of money from Naughty Dog's game. At $20 million they'd only need to sell 600k copies at $60 to break even (lower than standard since they get both the publisher and platform royalty parts of the pie). Even less when considering digital sales (for which they'd get near the full $60). UC3/TLOU likely cost more, and there is also marketing to consider, but still. Not too shabby.

I already did ...
The fact that eliminating piracy means that a 1000 downloads will only translate to 1 licensed copy must mean the piracy is really only rampant among the poor who are in developing countries. If it had being a smaller ratio such as 100 to 1 you may have had a point but seeing as how the majority of pirates are having trouble buying games shows it's not too far off of a stretch to assume that they would mostly come from developing countries.

Out of the $40 billion dollar losses due to piracy in 2007 the developed countries mostly likely only account for 13 billion and the rest of the 27 billion comes from developing areas like south america and a lot of asia.

13 Billion dollars isn't exactly "low".

When you actually think about it is rather low ... Seeing as how there is about a population of 1 billion among the 13 billion dollars their really only stealing $13 which is hardly close to the price of a game. Developed nations do steal but your over exaggerrating the effect they actually have ...

We can't really round it up to "$13 per person" though, cos not everyone is a gamer. If we had an idea of the total gaming population we'd be able to figure out a per person impact.

Even at a per person basis if you had taken a look at the graph at the link I just posted recently, the biggest offender would be Azerbaijan ... No matter how you look at it developing countries have the more expensive pirated content for each person.
