The fact that eliminating piracy means that a 1000 downloads will only translate to 1 licensed copy must mean the piracy is really only rampant among the poor who are in developing countries. If it had being a smaller ratio such as 100 to 1 you may have had a point but seeing as how the majority of pirates are having trouble buying games shows it's not too far off of a stretch to assume that they would mostly come from developing countries.

Out of the $40 billion dollar losses due to piracy in 2007 the developed countries mostly likely only account for 13 billion and the rest of the 27 billion comes from developing areas like south america and a lot of asia. 

13 Billion dollars isn't exactly "low".
