A year and a half is a good amount of time, I'd say most likely.

I expect it will release during the last quarter of 2015 (like the previous 3). By that point ND's Team 2 would have been working on UC4 for about 3 - 4 years.

They didn't technically as they never announced a release date, but to me it was clear that they intended to release it this year
They released Uncharted 2 in 2009 and after that, rapidly expanded to develop 2 games at once. So we had Uncharted 3 released 2 years after that (which many felt seemed slightly rushed) and then the Last of Us release in June 2013.
So that's 18 months between releases, hence putting the schedule for Uncharted 4 at the end of 2014. You might say that the change of platform will add time, but by then they'll have fully staffed up to develop 2 games simultaneously
If you ask me, the departure of various staff members lead to the delay and to the Last of Us port to keep us happy
But this is obviously just me guessing!
