Was trying to finish the last cup I have left on 150cc and me and Wendy were fighting for first place when I heard a blue shell coming. What happened by accident was a pretty cool blue shell dodge(it latched onto her instead)

It latched onto the other racer because they were ahead of you. I slow down when I hear the blue shell coming (mainly if 2nd is close behind but if not then I just keep going full speed) and usually if someone passes you it will go for them instead (although I have seen it go for me still even though I slowed down to 2nd/perhaps too late to latch onto the person that just took 1st over).  I was happy to see that the horn can blow the blue shell away but I have only been able to use it to deflect a blue shell a couple times (usually red shells start coming when you have horn in 1st instead of the blue shell).

The flip dodge was cool though.

So many laws being broken. First of all, that baby isn't in a car seat. She doesn't have a driver's license. I'm pretty sure she's drinking--underage, mind you. That appears to be an illegal street race. That car doesn't look street legal. No rear view mirrors. That banana doesn't appear to be secured properly. Failure to maintain lane. Reckless driving.

I'm gonna let her off with a warning since she's blonde and obviously has some pull in this kingdom.

It locks on to 1st player at the time its shot I think or when it gets in close proximity.
