I don't think the voice actor decides what the character says, however my problem with Rosalina's voice is she's sounding more and more like Peach. Some are even calling her "Space Peach!"

Yeah that seems to be average amount per race. Definitely not nearly as bad as Metal Mario in MK7 or Funky Kong in MKWii.
