Could a future console utilize solid-state cartridges in order to effectively 'remove' loading times caused by disc reading?
(Also I want cartridges back because they're soo much easier to keep track of than discs, lets be honest.)

Waay too expensive. That's exactly why developers preferred the PS over N64. Cartridges cost a couple dollars to make. Discs cost a fraction of a penny. Where you're talking about selling millions of unites, that's a huge difference.
No. Too expensive to publish, and digital is much cheaper for publishers over all than even bluray.
Publishers will always go with the cheaper medium in the long run, and solid-state is too expensive. A 50gb game would require a 64gb solid state drive, and the drive itself would probably cost as much as the game.

It's still "disk reading",. It's just a different disk.
When consoles have dedicated solid state drives is when we'll see reduced loading times.
