Is it worth the asking price?

Your avatar reinforces your first statement. But to answer your question, the other cross platform games aren't overpriced because they aren't new games and people would notice it immediately. Konami got away with it because the MGS fans have been waiting a long time for something, for anything.

It's obvious that Ground Zeroes was aimed for a digital distribution. If you ask me, a game this short does not deserve to be made a hard copy. It feels more like an add-on to the main game, The Phantom Pain. But it's (kinda) good that they have released this game on a disc to offer more options.

A collectible of the most overpriced game of the 8th generation. That'll make it more expensive in the future.

I've been too busy with Infamous to play it, but I don't think it's worth $30. I'm sure I'll still enjoy it though.

I think the only reason why Konami opted to do retail copy distribution was for collectors. Sure, people can make an argument for "don't have a credit card, can't buy PSN cards at the store, don't have internet, etc." but all those reasons together are a bit ridiculous this day in age. 

So no; there really isn't any reason for Ground Zeroes to exist as a hard copy (unless it was thrown onto another Konami game disk as a promo like it probably should have been) other than because there are those who want a hard copy with retail packaging and are willing to pay $30 for it. 

MGS fans are really into the franchise as shown by the multiple bundles Sony has released (PSP, two separate PS3 SKUs, etc.) and their willingness to keep double, triple and quadruple dipping on the same MGS games on multiple platforms, so it's not a stretch to say that they're happy to buy almost anything pertaining to MGS on their new consoles.

It may be. Who knows what the print run will be. 

But that's a pretty garbage reason to buy a copy unless you're a MGS collector though.
