Bad? If a game dips into the 60s then it sends off some red flags for me. However, the score alone doesn't mean much, it's the text that explains the score that matters.
As a general rule, I consider any given meta-score to be the pivot of a -10/+10 range rather than an absolute. For example, if a game scores a 70, I think of it as a "60 to 80". That's still just a general impression, though. If it's a game I'm interested in, then I'll read reviews by writers I like as well as some of the highest and lowest in order to gain some perspective. The score itself is really meaningless relative to my final decision.
I know there are people who look at nothing BUT the score and that really baffles me.
