Usually in Japan you have to line up to get the initial shipment, this wasn't the case with the PS4. People were able to walk into stores late into the evening and easily find systems for sale with no fuss. 

Actually technically reading the OP, it states there are still systems available to buy over the counter at certain retailers too.
