Is it good or bad news that DKC is in second?

Given the popularity of Dragon Quest in Japan, I think this is good news.

Considering the drop of Dragon Quest, which should be the sales of Donkey Kong approximately?

If COMG numbers are anything to go by, DK should be looking at ~ 40k FW (half of the weekly total).

Dragon Quest numbers seem to have dropped to around ~ 220k by that logic but that seems extremely high for a series which usually sees 80%+ drops in its second week (and 220k would only be a 50% drop).

So the answer is... no idea until Media Create on Wednesday :P
