No. The os "knows" how much memory you have installed. If you have a lot of memory, it will load more stuff into ram (to make things faster) than if you only have the minimum required. (You can fiddle with that default behaviour if you want to). Both consoles have a fixed memory range reserved to the os (currently around 2-2.5GB it seems), which you can't touch.

True, but as stated earlier (hopefully it's on this thread and not somewhere I read) windows 7 x86 needs a minimum if 1 gig RAM whereas the x64 need a minimum  if 2 gig RAM.  So when they reserve 2 gig for the OS that's like saying that windows 7 x64 reserves 2 gigs of RAM which seems to be true anyways.  Also as stated earlier by a replier here the programs also take twice the RAM on a x64 program.

About loading stuff, yes Windows 7 automatically loads your most used programs into RAM when booted (that's why you'll all see you're using all your RAM except maybe a gig)  You can make windows stop doing this, but I think only 7 does this.
