No. The os "knows" how much memory you have installed. If you have a lot of memory, it will load more stuff into ram (to make things faster) than if you only have the minimum required. (You can fiddle with that default behaviour if you want to). Both consoles have a fixed memory range reserved to the os (currently around 2-2.5GB it seems), which you can't touch.
