Seriously I don't know why X box is even mentioned in an article like that. It freak..... doesn't matter. A 13 years old rape a 8 years old younger sister. This is disgusting. I feel really bad for the little girl.

There are some crimes we can ignore like stealing or recreational drug use. But rape is a big deal.

I know it's not a minor thing.
Doesn't mean this kid is going to grow up a rapist.

13 year olds are still very impressionable.  Normally, one doesn't become fully developed until their early to mid twenties (brain-wise).

@Italics: The point is that the reason why he isn't being tried as an adult is because 13 is still a young age.  An age almost anyone would agree is an age where he has not matured yet, and any psychologist would say that his brain hasn't fully developed.  That means that he has a case as a non-adult and his case would be treated with less severity.  

There was never a time where 13 year olds were not "still developing children."

Yes, this scumbag should be judged for the rest of his pathetic life. I'm currently looking up laws in the UK, and they go soft on sex offenders. You only get life registration if you're sentenced to 4 years. A person under the age of 18 gets HALF of what someone 18 or older would get.

In the US laws vary by state, but In the New York there are three levels of sex offenders, everyone in the second or third level is registerd for life, and everyone in the first is registerd for 20 years, or for life if they're a sexual predator, sexually violent, or predicate offender. Sexual predators and level three offenders are obligated to verify their addresses with police every 90 days. If someone under 18 is convicted, then they're subject to the same laws those over 18 face. Meaning this boy would be fucked here in New York.

I'm really surprised the UK is that soft when it comes to sex offenders.
