At 13 we all knew raping a 8 year old girl is bad, very bad.
There are some crimes we can ignore like stealing or recreational drug use. But rape is a big deal.

13 year olds are still very impressionable. Normally, one doesn't become fully developed until their early to mid twenties (brain-wise).
Everyone i know was exposed to porn at an early age and not a single one has ever raped anyone - this kid was twisted to begin with and a walking time bomb.

I think making him register as a sex offender for the rest of his life is light sentence and it gives something for other teenage boys to consider.
